Understanding the Context
If you use option #1, and are using Android 10 or higher, you can select the app ringtone for VoIP calls in the Google Voice app settings. Look for the option Manage notifications (the option changed recently from "Incoming call notifications"). Suddenly all ringtones are actually just repeating the default notification sound repeatedly. When I go check the ringtone options, all my custom ones are missing.
